	property-pages.css ships .pl-pagination (the flex row), .pl-arrow-btn (a
	34px circular control with a :disabled state) and .pl-pagination-status —
	and nothing for numbered page links. So the design the legacy CSS was
	written for is prev / status / next, which is what this renders.

	Only the inner controls are emitted: both call sites already supply their
	own <nav class="pl-pagination"> (or .ip-pagination) wrapper with the right
	aria-label for the list being paged.

	Unavailable directions render as <button disabled> rather than a dead <a>
	so that .pl-arrow-btn:disabled applies and the control is not focusable.
